The following is the full text of Pennsylvania’s electrical licensing law statutes as published in the Pennsylvania Code. For the official version, see the Pennsylvania Legislature.
Pa. Home Improvement Act, Section 12
Section 12. Preemption of local registration. Registration under this act shall preclude any requirement of payment of a fee or registration or licensing of any home improvement contractor by any political subdivision. Political subdivisions shall be permitted to require building permits and local enforcement of the building code for that political subdivision, for which a reasonable fee may be charged. This provision does not affect a municipality's responsibilities or authority under the act of November 10, 1999 (P.L.491, No.45), known as the Pennsylvania Construction Code Act, or the requirements under section 302(e) of the act of June 2, 1915 (P.L.736, No.338), known as the Workers' Compensation Act, regarding workers' compensation. This provision does not affect existing licensing standards in effect on the effective date of this act, with respect to electricians and plumbers and other trades, where licensing is conditioned on requirements of testing or possession of certificates obtained through specific training in electricity or plumbing or other trades. This provision does not affect local regulations or standards for liability insurance adopted by a municipality prior to January 1, 2006, and which are in effect on the effective date of this section.
Pa. Massage Therapy Act, Section 2
Section 2. Definitions. The following words and phrases when used in this act shall have the meanings given to them in this section unless the context clearly indicates otherwise: "Account." The Professional Licensure Augmentation Account. "Applicant." An individual who applies for a license. "Board." The State Board of Massage Therapy. "Bureau." The Bureau of Professional and Occupational Affairs. "Commissioner." The Commissioner of Professional and Occupational Affairs. "Conviction." A judgment of guilt, an admission of guilt or a plea of nolo contendere. "Department." The Department of State of the Commonwealth. "Healing arts." The science and skill of diagnosis and treatment in any manner whatsoever of disease or any ailment of the human body. "License." A license to practice massage therapy under this act. "Licensee." An individual who holds a license to practice massage therapy. "Massage therapist." An individual licensed by the State Board of Massage Therapy to practice massage therapy. "Massage therapy." The application of a system of structured touch, pressure, movement, holding and treatment of the soft tissue manifestations of the human body in which the primary intent is to enhance the health and well-being of the client without limitation, except as provided in this act. The term includes the external application of water, heat, cold, lubricants or other topical preparations, lymphatic techniques, myofascial release techniques and the use of electro-mechanical devices which mimic or enhance the action of the massage techniques. The term does not include the diagnosis or treatment of impairment, illness, disease or disability, a medical procedure, a chiropractic manipulation - adjustment, physical therapy mobilization - manual therapy, therapeutic exercise, electrical stimulation, ultrasound or prescription of medicines for which a license to practice medicine, chiropractic, physical therapy, occupational therapy, podiatry or other practice of the healing arts is required. "Reflexology." The physical act of using thumbs, fingers and hand techniques to apply specific pressure on the reflex area in the feet, hands or ears of the client.
Pa. Physical Therapy Practice Act, Section 1
Section 1. The definitions of "athletic trainer," "Athletic Trainer Advisory Committee," "physical therapist assistant" and "physical therapy" in section 2 of the act of October 10, 1975 (P.L.383, No.110), known as the Physical Therapy Practice Act, amended April 2, 2002 (P.L.234, No.27), are amended and the section is amended by adding definitions to read:
Section 2. Definitions.--The following definitions shall apply, when used in this act, unless otherwise expressed therein:
["Athletic trainer" shall mean a person certified by the State Board of Physical Therapy as an athletic trainer after meeting the requirements of this act and rules and regulations promulgated pursuant thereto.
"Athletic Trainer Advisory Committee" shall mean the committee created by section 10.1 of this act to advise the board.]
"Certificate of authorization" means a certificate, approved by the board, to practice physical therapy without a referral under section 9(a).
"Certified registered nurse practitioner" means an individual as defined in section 2 of the act of May 22, 1951 (P.L.317, No.69), known as "The Professional Nursing Law."
"Consultation by means of telecommunications" means that a physical therapist renders a professional opinion or advice regarding the practice of physical therapy to another physical therapist or licensed health care provider via telecommunications or computer technology from a distant location, subject to section 4(b.3)(5) and consistent with applicable health information privacy laws. It includes the review or transfer of patient records or related information by means of audio, video or data communication.
"Dentist" means an individual as defined in 1 Pa.C.S. § 1991 (relating to definitions).
"Direct on-premises supervision" means the physical presence of a licensed physical therapist in the facility, including affiliated buildings in immediate proximity, who is immediately available to exercise supervision, direction and control.
"Physical therapist assistant" shall mean [a person] an individual who has met all the requirements of this act and is [registered] certified as a physical therapist assistant in accordance with this act. Any person or individual who is registered and in good standing with the board shall be deemed certified until such time as the board promulgates regulations regarding certification.
"Physical therapy" means [the evaluation and treatment of any person by the utilization of the effective properties of physical measures such as mechanical stimulation, heat, cold, light, air, water, electricity, sound, massage, mobilization and the use of therapeutic exercises and rehabilitative procedures including training in functional activities, with or without assistive devices, for the purpose of limiting or preventing disability and alleviating or correcting any physical or mental conditions, and the performance of tests and measurements as an aid in diagnosis or evaluation of function.] any of the following:
(1) The evaluation, examination and testing of individuals with mechanical, physiological and developmental impairments, functional limitations and disabilities, other health-related or movement-related conditions, performed to determine a diagnosis, prognosis and plan of treatment intervention within the scope of this act or to assess the ongoing effects of intervention.
(2) The performance of tests and measurements as an aid in diagnosis or evaluation of function and the treatment of the individual through the utilization of the effective properties of physical measures such as mechanical stimulation, heat, cold, light, air, water, electricity, sound, massage or mobilization-manual therapy.
(3) The use of therapeutic exercises and rehabilitative procedures, including training in functional activities, with or without the utilization of assistive devices, for the purpose of limiting or preventing disability and alleviating or correcting any physical or mental conditions.
(4) Reducing the risk of injury, impairment, functional limitation and disability, including the promotion and maintenance of fitness, health and wellness in populations of all ages as well as engaging in administration, consultation, education and research.
"Physical therapy independent private practice outpatient facility" means a practice owned and operated by a licensee under this act, or by a licensee under this act and a health care practitioner, licensed by this Commonwealth, as permitted by law. The term shall not include a practice owned or affiliated with a hospital or health care system.
"Physician assistant" means an individual as defined in the act of October 5, 1978 (P.L.1109, No.261), known as the "Osteopathic Medical Practice Act," or the act of December 20, 1985 (P.L.457, No.112), known as the "Medical Practice Act of 1985."
"Podiatrist" means an individual licensed under the act of March 2, 1956 (1955 P.L.1206, No.375), known as the "Podiatry Practice Act."
"Unrestricted license" means a license which is not restricted or limited by order of the board under its disciplinary power.
Pa. Physical Therapy Practice Act, Section 2
Section 2. Definitions.--The following definitions shall apply, when used in this act, unless otherwise expressed therein:
"Athletic trainer" (Def. deleted by amendment July 4, 2008, P.L.293, No.38)
"Athletic Trainer Advisory Committee" (Def. deleted by amendment July 4, 2008, P.L.293, No.38)
"Board" means the State Board of Physical Therapy.
"Certificate of authorization" means a certificate, approved by the board, to practice physical therapy without a referral under section 9(a). (Def. added July 4, 2008, P.L.293, No.38)

"Healing arts" shall mean the science and skill of diagnosis and treatment in any manner whatsoever of disease or any ailment of the human body.
"Mobilization/manual therapy" shall mean a group of techniques comprising a continuum of skilled passive movements to the joints and/or related soft tissues throughout the normal physiological range of motion that are applied at varying speeds and amplitudes, without limitation.
"Physician" means a person as defined in 1 Pa.C.S. § 1991 (relating to definitions).
"Physical therapist" shall mean a person who has met all the requirements of this act and is licensed to practice physical therapy in accordance with this act.
"Physical therapist assistant" shall mean an individual who has met all the requirements of this act and is certified as a physical therapist assistant in accordance with this act. Any person or individual who is registered and in good standing with the board shall be deemed certified until such time as the board promulgates regulations regarding certification. "Physical therapy" means any of the following:

Compiler's Note: Section 16 of Act 38 of 2008, which amended section 2, provided that the State Board of Physical Therapy shall promulgate regulations to implement the amendment or addition of sections 2, 2.1, 3, 4, 5, 6, 7, 7.1, 7.2, 9, 9.1(a), (a.1), (b), (d), (e), (f), (g) and (j), 11, 11.1, 11.2, 11.3, 12 and 13 of the act within 18 months of the effective date of this section. Until such time as the board promulgates rules and regulations regarding issue, renewal, revocation or suspension of physical therapist assistants, the current rules and regulations shall remain in effect.
